Prof. Desmond Okocha (born Desmond Onyemechi Okocha) is a Full Professor of Journalism and Emerging Media at Bingham University, Nigeria, whose career directly connects rigorous communication theory with high-stakes governance practice. His research agenda—spanning algorithmic disinformation, AI governance in the Global South, and indigenous communication systems—is grounded in hands-on experience directing gubernatorial press logistics, state crisis communications, and international multilateral projects.

As Special Adviser on Digital Media and Strategic Communication to the Governor of Abia State (2020–2023), Prof. Okocha managed state communication situation rooms during severe public emergencies, civil policy overhauls, and electoral cycles. This rare dual perspective allows him to address state ministers, university senates, and newsroom editors with equal authority, offering evidence-led frameworks rather than abstract speculation.

Known self-descriptively as a “Scholar-Practitioner of the Third Wave,” Prof. Okocha argues that African communication agency must transcend inherited colonial broadcast structures and passive Western digital platform consumption. Through his leadership in the International Panel on the Information Environment (IPIE) and the International Communication Association (ICA) Nigeria Chapter, he continues to champion sovereign data policies and hybrid fact-checking protocols tailored to Sub-Saharan Africa.

“Our objective is not merely to critique imported Western communication models, but to build localized theoretical frameworks that empower African institutions to govern their own digital futures.”
